John Wayne Airport (JWA) is a commercial and general aviation airport that serves Orange County, California, and the Greater Los Angeles area. The airport is in an unincorporated area of Orange County, and it is owned and operated by the county. JWA is the second busiest airport in the Greater Los Angeles area (by passenger count) with over 9 million total passengers. In addition to the airline terminal, several facilities at the airport serve the large general aviation and corporate aviation community.

JWA Environmental implements a rigorous stormwater compliance program required under California’s Industrial General Permit (CAS000001) and is required to provide annual training to employees, tenants, and contractors that have the potential to influence stormwater quality while working at JWA. This training course has been prepared to satisfy the Employee Training Program requirements in Section X.H.2.f of the Industrial General Permit.
 

The requirements are as follows:
  1. Ensure that all team members implementing the various compliance activities of this Industrial General Permit are properly trained to implement the requirements of this Industrial General Permit, including but not limited to: BMP implementation, BMP effectiveness evaluations, visual observations, Order 2014-0057-DWQ 32 Industrial General Permit Order, and monitoring activities;
  2. Prepare or acquire appropriate training manuals or training materials;
  3. Identify which personnel need to be trained, their responsibilities, and the type of training they shall receive;
  4. Provide a training schedule; and,
  5. Maintain documentation of all completed training classes and the personnel that received training in the SWPPP.
Your organization conducts activities with the potential to impact stormwater quality at JWA and, therefore, every employee in your organization who works on the airfield must attend this qualified training annually. By October 31 of each year, your organization must:
  1. Document that all employees and/or subcontracted staff working on the airfield were trained using this course; and
  2. Document that the BMPs within the JWA BMP fact sheets are implemented.
